At present, the use of chemical platforms by unscrupulous elements to seek and purchase non-listed toxic chemicals to engage in drug-related criminal activities is becoming increasingly prominent, seriously undermining the market order and tarnishing the image of the State. As an important pillar industry of the national economy, the chemical industry has a key role and mission in anti-drug work. Active participation in anti-drug work is a duty incumbent on industry practitioners. In order to curb the development and spread of drug-related problems in the chemical industry and maintain the healthy development of the industry, we would like to issue the following initiative to the national chemical industry and all practitioners:
First, the country's greatness, build a firm foundation of the ideology of compliance
The industry as a whole should strictly abide by the laws and regulations formulated by the State and the relevant competent authorities, effectively fulfil its anti-drug responsibilities, maintain industry safety, consolidate anti-drug defences, strictly regulate industry self-discipline, regulate the release of information on non-listed drug-producing chemicals, run anti-drug work through the entire chain of the chemical industry and incorporate it into the enterprise's internal control and risk management system, so as to further build up a solid line of defence for the mind.
II. Abiding by the bottom line of compliance and preventing the risk of misuse of information
The whole industry should take the main responsibility of information content management. When releasing chemical information, all laws and regulations should be strictly adhered to. It is strictly prohibited to publish, in any form, sales or technical information that implies that it may abet or mislead illegal use, and to eliminate the use of code names, cryptic language and other evasions of regulation. The release of information should guide the positive publicity of legal and compliant industrial applications, safe operation norms and scientific and technological achievements to ensure the correct orientation and truthful content.
III. Strengthening prudent verification and blocking the chain of unusual transactions
The industry as a whole should strengthen its awareness of compliance audit risk prevention and control. In transactions involving non-listed toxic chemicals and related sensitive substances, enterprises are urged to implement prudent procedures for background checks on customers and verification of procurement purposes. They should be highly vigilant and strengthen the verification of transactions involving customers with dubious qualifications, unusual purchases or unknown uses. Enterprises are encouraged to establish an internal early warning mechanism and, if they are unable to rule out risks, they should decisively reject them and reflect them to the relevant authorities in a timely manner.
IV. Gathering industry synergies and building a collaborative governance pattern
Maintaining the overall image of the industry requires the joint efforts of every company. We advocate that the whole industry should strengthen communication and form joint efforts in identifying risks and sharing experiences. The association should play a better role as a link, organise policy advocacy, risk tips and practical exchanges to enhance the industry's overall risk identification and prevention capabilities. Support industry media and information platforms to disseminate positive energy and widely publicise the achievements and contributions of China's chemical industry in safety, green, innovation and compliance governance.
V. Contribute to industry governance wisdom based on a global perspective
What our chemical industry says and does on the Internet has a direct impact on our national image. We advocate that enterprises should consciously uphold high compliance standards and regulate the release of information when conducting international business and exchanges. They should take the initiative to make use of international platforms to objectively and professionally explain China's strong initiatives and achievements in the chemical and anti-drug fields, share the concepts and practices of sustainable development in China's chemical industry, and contribute China's wisdom to the global governance of chemical safety.
Everyone benefits from a clear cyberspace, and everyone is responsible for building a strong anti-drug defence. Let's start from regulating every piece of online information with a high degree of political self-awareness, rigorous compliance actions and active industry synergy, jointly guard the blue sky and clean land of the chemical industry, and make new and greater contributions to maintaining the global chemical safety order, boosting the high-quality development of the industry, and serving the overall situation of Chinese-style modernisation!
